COMMUNIST PARTY OF AUSTRALIA
The Communist Party of Australia sends best wishes and revolutionary greetings to all participants in the 51st Congress of the Communist Party of Britain.
This important event in the life of the people of Britain takes place at a time of struggle against the impact of capitalism’s economic crisis on the living standards and democratic rights of working people all round the world.
The issues facing your party are similar to those facing us on the other side of the world. The crises of capitalism, of energy, global warming and food affect all on our common planet. Capitalism cannot solve them but tries to manage them by increasing the exploitation of workers and robbing them of their hard won gains. This process is going on in Australia just as it is in Britain.
Now is the time when a broad democratic movement that unites all left and progressive parties, trade unions, community organisations and progressive individuals is needed to start challenging the economic and political power of capitalism and imperialism. We note your resistance to the war in Afghanistan. With Australian troops in Afghanistan and a close alliance with the USA, we share your concerns. Anti-war campaigning has reached a point where over 60% of the Australian people now oppose the war in Afghanistan. Again we are confident that your and our campaigns, along with all the other anti-war forces around the world, will eventually force imperialism to abandon this war and military occupation too.
The Communist Party of Australia believes that communist parties must work to draw together all left and progressive parties into a popular anti-imperialist, anti-monopoly democratic front, building the widest possible unity in action of the people’s organisations. At the same time, the working class and revolutionary parties must retain their independence and ideological integrity.
In the spirit of proletarian internationalism we send you our very best wishes for the great success of your Congress.
Dr Hannah Middleton

COMMUNIST PARTY OF BANGLADESH
The Communist party of Bangladesh conveys its warm revolutionary greeting to the Communist Party of Britain and the delegates to its 51st Congress.
Your Congress meets at a time when humanity is confronted with unparalleled dangers. US imperialism has embarked of a voracious and atrocious assault of the major achievements of the past century proclaiming dangerous doctrines like those of limited sovereignty, unilateral action, preemptive attack, regime change etc. Freedom is being trampled under foot and nations are being harnessed to the global geopolitical strategy of imperialism to accentuate economic exploitation and social-political domination. US imperialism has practically embarked on the mission of‘re-colonization’.
Humanity, however, is starting to fight back. The struggles against US led imperialist aggression and occupation, against the unfettered exploitation of multinational corporations and the machinations of World Bank, IMF, WTO etc., against the continuing destruction of bio diversity and stubborn refusal to take urgent steps for preventing environmental calamity- all these struggles are gearing up throughout the world. Indeed the global assault of capitalism-imperialism calls for a new global coalition of all anti imperialist forces of the world, for raising to a qualitatively new level of unity, cohesion, cooperation and coordination of the struggles of these forces all over the world. The Communist and Workers parties of the world have a crucial role to play in building up this coalition and spearheading the struggle for peace, democracy and justice.
Communist Party of Bangladesh firmly believes that the Communist, left-progressive and all truly patriotic forces ready to fight imperialist aggression will build up united struggle at the national, regional and global level at this critical time.
We believe your Congress will contribute in overcoming the present crisis and consolidating the achievements of the glorious struggle of the peoples of Britain.
Wish you further success in the struggle for peace, freedom, democracy and Socialism.
With Fraternal Greetings
Mujahidul Islam Selim
WORKERS PARTY OF BANGLADESH
The Central Committee, Workers Party of Bangladesh is glad to hear that The Communist Party of Britain is holding its 51st Congress on the 30-31st October and we are honoured to send a solidarity message of international greeting. The Communist Party of Britain is holding it's 51st Congress at the time of rising working class struggle all throughout Europe, Latin America and especially in Britain, against the neo-liberal policies of the respective government, policies that involves a direct assault on the living standards and democratic rights of all the working people throughout the world. We have an in-house assessment of the resolutions of your party through our party's website. We do agree that the Communist Party of Britain is rightfully putting stress in the need to enhance the level of struggle against the imperialist policies of the British government, particularly its alliance with the United States, and to create in Britain an alliance of anti-monopoly forces can challenge the state power exercised by finance capital both in Britain and via the institutions of the European Union. The Workers Party of Bangladesh believes that the 51st Congress of The Communist Party of Britain has correctly given emphasis in emerging social alliances, such as the alliance between Brazil, China, India and Russia in world arena of WTO, the Bolivarian Alliance of the America (ALBA) and the development of the Community of Latin America and Caribbean Nations (CALC).We also greatly value solidarity among Communist and Workers parties in strengthening the international movement to achieve a socialist future for humanity everywhere. The Central Committe of Workers Party of Bangladesh wishes the 51st Congress of the Communist Party of Britain a great success.
With our comradely best wishes
Rashed Khan Menon
Central Committee Workers Party of Bangladesh
WORKERS PARTY OF BELGIUM
On behalf of the National Council of the Workers’ Party of Belgium we express our warmest fraternal greetings to all of you.
As communist parties, we both face the challenges of the deepening crisis of the capitalist system itself. The workers are burdened with new measures of ever severer exploitation. The democratic and trade-union rights are threatened, and the world peace is more and more endangered by the imperialist policy of the USA and its NATO-allies.
The narrow and reactionary nationalist movement, which tries to ultimately split Belgium, our country, although not a new phenomenon, is nevertheless today part of the overall policy of the most powerful part of the bourgeoisie in the north of our country, Flanders, the current richest region of Belgium.
They want a Europe of the richest regions and therefore, they need to break the solidarity of the working class. They pretend that this policy is in favor of the people – but by analysing their programme, it's cristal clear that they only want to break down the conquests of the working class, the gains of hundred years of common class struggle of the workers of the whole country.
The coming years are not only a challenge, they are also an opportunity. Working people can understand better than ever since the Second World War that capitalism offers no future for them. As we strengthen our parties, extend our militant mass work, improve our organisations, we can help the workers find the path towards socialism. That’s our common alternative to this system of worsening conditions for the workers of our countries, for the peoples of this earth.
We are in full solidarity with your efforts.
We wish you a very successful Congress and look forward to the continuing deepening of the friendship and fraternity between our two parties,
On behalf of the National Council of The WPB ( Workers’Party of Belgium),
Member of the National Bureau and Head of the Department of International Relations
COMMUNIST PARTY OF BRAZIL
The Communist Party of Brazil welcomes the holding of the 51th Congress of the Communist Party of Britain his achievement comes at a time of great importance to the struggle of workers and the people.
Under the impacts of the crisis through which runs the capitalist system, European governments have placed the costs of economic and financial crisis on workers, drawing rights, undermining the work. Extend to policies and xenophobic action against warmongering peoples around the world.
These days, we in the Communist Party of Brazil are immersed in the struggle for continuity of politic changes that began in Brazil with the government of President Luis Inacio Lula da Silva. We will be actively participating in the coming days of the race to defeat the forces of right and elect the first woman president of Brazil, the companion Dilma Rousseff.
The Communist Party of Brazil is convinced that the achievement of the 51th Congress of the Communist Party of Britain, will contribute to strengthening the party as a force for social transformation and the strengthening of the struggle of British workers.
We wish success in the debates.
Long live the Communist Party of Britain!
Long live the friendship between Communist Party of Brazil and Communist Party of Britain!
Our brotherly salutations,
Ricardo Alemão Abreu

CENTRAL COMMITTEE OF AKEL (CYPRUS)
The Central Committee of AKEL expresses its warm solidarity greetings to the Communist Party of Britain on the occasion of its 51st Congress.
Your Congress is convened under difficult conditions for the working class and the peoples of the world. Humanity is witnessing during the last two years a global economic crisis that constitutes the clearest indication of the failure of the capitalist system and the neo-liberal policies that have been implemented during the last three decades on a global level. The international imperialism and the neoliberal strategies of the ruling classes in the most developed capitalist countries conduct a great attack against the rights of the working people. The so-called New World Order continues to flagrantly violate the Constitutional Charter of the United Nations and impinge International Law.
As AKEL, we believe that the Communist forces, together with the progressive, the left and labor forces around the world, must take more decisive steps to open up the socialist alternative path to our societies and the world. We have to unite our forces in the struggle against the unjust, aggressive, imperialist attacks and strengthen our solidarity activities with all peoples and movements struggling for national independence.
Taking this opportunity we express our solidarity to your struggles for safeguarding the rights of the working class in Britain and to your struggles for peace, democracy, freedom, equality and social justice. We would like also to thank you for your Party’s consistent and principled support and solidarity with our Party, Cyprus and its people in our struggle against the Turkish Occupation for the reunification of our people and our country, in the framework of a bi-zonal, bi-communal federal solution, with political equality as set out by the relevant UN Resolutions, a federated state with a single sovereignty, a single international personality and a single citizenship.
Accept once more our wishes for fruitful and successful deliberations on the occasion of the 51st Congress.
The Central Committee of AKEL
COMMUNIST PARTY OF BOHEMIA & MORAVIA (CZECH REPUBLIC)
Let me, please, on behalf of mine, of the Communist Party of Bohemia and Moravia 's Central Committee and of the CPBM as a whole, give you the most cordially greetings for 51st Congress of Communist Party of Britain.
Your Congress is going on at the time when the Europe as well as the world has been hit by the capitalist crisis. The crisis hurts deeply people of Great Britain, of Czech Republic as well as of any other part of Europe and of the world. The ruling capitalists pretend as they have nothing to do with the crisis, and all the means to be useful to overcome it, they sink in private profits as well as in military adventures to support especially both the NATO and the US. To be able to deal with this adverse situation, we need the Left to cooperate with unity and to be able to respond efficiently, more than ever before. The Communist Party of Britain has been an important part of communist and progressive movement, contributing by all its best to the struggle.
With deep interest, we will study both the results and conclusions of your 51st Congress. We believe your Congress will make a contribution to seek a path to improve living conditions of British people, the path towards a just society, towards living in peace and in worth conditions for living of every individual. To reach it, the Communist Party of Bohemia and Moravia wishes you every success.
Chairman of the CPBM's CC
COMMUNIST PARTY IN DENMARK
Dear comrades in the Communist Party of Britain.
Communist Party in Denmark salutes the Communist Party of Britain and all its members on the occasion of your 51st party congress.
Your congress takes place in a moment of utterly importance for the communist parties around the World. The capitalist system has shown its inability to govern anymore.
For Britain the new bourgeois government is trying to massacre on the public services and welfare.
A firm and strong answer from the communists is important, and we are sure, that your party congress will give such and answer. On the same time we expect that the decisions from your congress can be very useful and inspiring for our party and for other communist parties as well.
It is not capitalism that should be rescued – capitalism shall be destroyed! Socialism is the answer and the future!
With the most fraternal greetings,
CC of Communist Party in Denmark, KPiD
DANISH COMMUNIST PARTY
On occasion of the 51st Congress of the Communist Party of Britain we send you our warmest greetings of solidarity, and wishes for its every success.
We also take the opportunity to congratulate you to the 90th anniversary of the founding of your party, and to the 80th anniversary of your first daily newspaper, today the Morning Star!
Your congress is held at a time with unrest in all of Europe, though to different degrees in the force of the protests and actions, as well as in organisation and unity.
While the economic crisis of Capitalism is global, a large part of Europe is suffering under the same EU-way both of handling the financial part of the crisis, and of using it in further exploitation of the working class, and in the increasing oppression of its organisations.
The analyses of the actual situation in Britain, its roots and background, as presented by your party's leadership to the Congress, in our opinion in many aspects cover more than Britain. Therefore we recognize their validity as general, and in many details also describing the situation in our country.
We are in full accordance with your aim - the creation of the "broadest based anti-monopoly alliance and mass struggle against the effects of the crisis".
Our party's struggle has the same aim, and like you, we recognise the necessity of presenting alternatives. Actually we are working out a program of alternative political, and economic goals and measures for a broad resistance movement against Capitalist and EU rule in Denmark.
We are in full accordance with your analysis of Imperialism today - along general lines the same as ours. But at the same time, your drafted document presents a number of very interesting details.
Dear comrades, we admire and salute your work, such as in alliances for peace, against war, for solidarity, against the EU, in trade unions. We are confident that these efforts, together with the results of the work of your congress will contribute greatly to your future struggle!
International Department of the Danish Communist Party
The Communist Party of Finland sends fraternal greetings of solidarity to You Congress and to all members and supporters of the Communist Party of Britain.
The 51st Congress on You party takes place in a situation where the need to strengthen the struggle against to right-wing policies of the government in Britain and Europe . The policy carried out by the coalition government in Britain and in most of the European countries attacks the social and democratic rights of the working people. The British and EU policies are part of the global imperialist hegemony that has led wars in Afghanistan , Iraq and other parts of the world. Imperialism threatens the future of the humankind.
We wish You all success in You struggle against the imperialist policies of the British government and Your activities to create an alliance of anti-monopoly forces that can challenge the state power exercised by finance capital both in Britain and via the institutions of the European Union.
We are interested to hear about Your conclusions and to develop co-operation with Your party. The co-operation of communist and other left and progressive forces is more and more important.
With fraternal greetings
Communist Party of Finland

COMMUNIST PARTY OF FRANCE

Greeting Message of the CC of KKE for the 51st Congress of the Communist Party of Britain
A serious crisis of capital over-accumulation, a capitalist economic crisis, is in progress. This crisis manifested itself in the powerful imperialist centres, the US and the EU, in a synchronised way while it intensifies the contradictions between the imperialist powers. It might cause serious changes and positive developments for the rise of the workers’ and people’s movement but it might also lead to compromise, to its disarmament and its assimilation. Considerable struggles and developments have taken place in a series of countries e.g. in France. However, if these struggles do not acquire a deep anti-monopoly content, if they do not call into question the power of the monopolies they will be merely outbursts that do not contribute to the development of the political consciousness of the working class.
The increase of people’s discontent, of the tendency to call the EU into question, the exposure of the role that social democracy and opportunism play in the bourgeois political system can give a new momentum to the anti-imperialist struggle of the people. The people have now gained considerable experiences as regards the role of the social democrat parties. Their reactionary character is irreversible. They are the parties of the bourgeoisie.
The irreplaceable role of the communist party as the conscious vanguard force of the working class is more obvious than ever . Communists can shape a modern strategy defending the principles of Marxism-Leninism. In addition, there is a need to strengthen the ideological front and the struggle against the imperialist organisations; to reveal their role and intensify the struggle against them; to expose the imperialist character of the EU as an interstate imperialist union of capital and confront the mistaken position that the EU can serve as a counterweight to the US as well as the view that the so-called multi-polar world can bring peace and security for the people. Communists should also reveal the role that play countries in which capitalist relations are predominant with capitalist relations of production such as China, Brazil or India. It is obvious that the multi-polar world is the world of intensified inter-imperialist contradictions.
These rivalries and contradictions, the very anarchy of capitalist production show the historical limits of capitalism and highlight the need for the socialization of the means of production, the establishment of cooperatives, nationwide planning, workers’ and social control; they show the necessity and relevance of socialism-communism.
Besides, it’s not accidental that in this period capital has unleashed an anticommunist campaign of strategic importance. This campaign slanders socialism in order to erase from the consciousness of the people that socialism is the only real way out of capitalism. It seeks to conceal the fact that our era is an era of transition from capitalism to socialism.
The communist parties must defend their communist character, their Marxist-Leninist characteristics and the first attempt of the working class to impose the dictatorship of the proletariat. Despite the various shortcomings, the socialist system of the 20th century proved the superiority of socialism over capitalism and the huge advantages that it provides for peoples’ lives and working conditions. It constitutes an important legacy for the socialism of the 21st century and is inextricably linked to it.
The views that call into question the vanguard leading role of the working class must be dealt with ideologically and politically. Likewise, the ideological construct of “socialism of the 21st century” that claims that socialism can exist without the state power being in the hands of the working class, without the socialisation of the basic means of production must be confronted. In reality, such positions lead to a “humanized” capitalism.
Global imperialism and its organs wage an orchestrated campaign against the communist parties. By means of exerting pressure, they seek to make them abandon their principles and their Marxist-Leninist theory, dissolve into opportunist formations of the so-called “new-left forces“, in order to be assimilated by the strategy of social-democracy and participate in the management of capitalism. The European Left Party constitutes a mechanism of the EU that promotes the mutation of the communist parties while it does not struggle against monopolies and imperialism but serves as a tool for the assimilation of the labour movement to their strategy.
KKE believes that the international communist movement needs to make an effort to discuss and tackle the bourgeois and petty-bourgeois notions concerning the character of the capitalist restructurings and the positions vis-a-vis “state intervention”, “renationalisation”, “global governance” and “a market regulation for a way-out from the crisis serving the needs of the people within the framework of imperialism”. These are merely some of the views that conceal the ripe necessity to struggle for radical changes against monopolies, imperialism and capitalist ownership.
The workers’ and peoples’ movement in Europe must regroup. The two political lines that exist in the workers’ movement must become distinct. The one is the line of assimilation into the system, of class collaboration and compromise and the other is the line of anti-imperialist struggle, of rupture with the capitalist system of exploitation. The people will achieve temporary gains as long as the line of the class struggle strengthens. This line along with the organisation of the masses can force capital into concessions. In addition, it can highlight the main political problem, namely that state-power must pass from the hands of the bourgeoisie to the hands of the working class. Communists will play the leading role in this process.
Communists must strengthen their international cooperation in this direction and shape a unified revolutionary strategy against imperialism, for their struggle for socialism.
With these thoughts the CC of KKE wishes success to your Congress.
The CC of KKE
HUNGARIAN COMMUNIST WORKERS PARTY
On behalf of the Hungarian Communists Workers’ Party we send out most cordial wishes and expressions of solidarity to the 51st Congress of the Communist Party of Britain. We wish you great successes.
We, Hungarian communists follow with great interest the struggle of the British communists to find the appropriate means of work to face the challenges of contemporary Europe and the world generally.
We wish you to achieve great successes in your work for democracy, social justice and development.
You can always rely upon the Hungarian communists. We continue our struggle against capitalism, our fight for a socialist future of Hungary and Europe.
We confirm our readiness to develop the traditional contacts between our parties. We want to fight against the capitalism with our allies, with the European communist parties. We will do our best to create a new fighting world federation of communists, to establish a new Communist International.
With comradely greeting
Hungarian Communist Workers’ Party
COMMUNIST PARTY OF INDIA (MARXIST)
On behalf of the Communist Party of India (Marxist) we greet the 51st Congress of the Communist Party of Britain and through you all the members of your party. We sincerely hope that the deliberations of your Congress would help in the further expansion of the communist movement and strengthening of the struggle for a socialist society.
The CPI (M) shares a special bond of friendship with the Communist Party of Britain. While the ruling classes of Britain were the colonial rulers of India for many decades, the comrades from the then CPGB made a significant contribution in the spread of communist ideas and in our freedom struggle. Many Indians who had studied in Britain during those days of colonialism were also influenced by the Communist ideas and subsequent to their return, played a prominent role in the building of communist party in our country. We fondly cherish this historic legacy of friendship between our two parties.
Comrades, in spite of the claim that the dark days of recession are over, the world today is still in the midst of a severe recession. The current crisis of international financial capital is far graver than any other crisis in the history of capitalism. It is a systemic crisis with its impact felt across the world.
Unemployment is still rising at enormous proportions. Factories are 'offloading' their workforce, reducing working hours and many units are being closed. Millions of people have lost their jobs.
Retirement ages are on the rise, pensions are cut, along with many other social benefits that the working class had won through bitter and hard fought struggles.
According to estimates, more than $ 14 trillion was committed to bailout the banks and other financial institutions that are in the first place responsible for this crisis. While the governments had money for bailouts, which are in reality hand outs, they are advocating 'austerity' to carry on with even the existing social welfare programmes. If these huge amounts of money were instead put into productive use, to increase the purchasing capacity of the common people, it would have proved extremely beneficial to the people. What had started as corporate insolvency got slowly transformed into sovereign insolvency with many countries reeling under debt crisis.
The impact of the crisis is being felt everywhere with rising discontent and increasing protests. France, Greece, Spain, Portugal, Ireland, Italy and many countries are witnessing massive protest demonstrations against the attempts of the ruling classes of these countries to shift the burden of the crisis onto the shoulders of the working people.
Capitalism, as Marx has shown, is a system that is based on the exploitation of man by man and nation by nation. It can never be a crisis free system and this fact has been once again vindicated by the present day crisis. It has exposed the unsustainability of the path of globalisation pursued for the past few decades and also the bankruptcy of neoliberalism – its ideological mask. No amount of reform can make capitalism an exploitation free system.
Comrades, our country too is affected by the crisis, though the impact is only to a limited extent because of the role played by the CPI (M) and other Left parties in effectively blocking neoliberal reforms in the financial sector. Despite this, nearly 5 million people lost their jobs while 8 million potential jobs were not created due to the crisis. Unfortunately, the present Congress led UPA government did not learn correct lessons from the crisis and is keen to go ahead along this neoliberal trajectory.
Moreover, as it no longer depends on the Left for its survival, it is implementing the very same neoliberal policies that in the first place had led to this crisis at a faster pace. In our country, we are in the midst of various struggles taking up the issues of the various sections of the society who are reeling under the attacks of the neoliberal policies pursued by the government at the behest of the imperialist forces.
The present coalition government led by the Congress, is desperate to forge a strategic relationship with the United States. The IndoUS nuclear deal and the civil nuclear disaster liability bill that legally absolves any responsibility of the US nuclear firms that supply reactors in case of a disaster, are all detrimental to the interests of our people and adversely affect the sovereignty of our country.
Our party that consistently champions the interests of the working and toiling sections in the society is under sustained attack from the ruling classes. The ruling classes in our country are trying their best to isolate our party. In West Bengal, one of the strongest bastions for our party in the country, there is a broad ranging coalition forged by all political forces from the extreme right to the extreme left including Maoists and some NGOs. More than 300 of our comrades have lost their lives in this province alone, killed by the Maoists who were emboldened by this broad alliance. The party is thick in the fight not only resisting all these efforts intended to isolate our party but also in defence of the rights of the toiling people.
Comrades, we hope that the discussions and decisions you would arrive at in this Congress would rally all the progressive and democratic forces in the society and carry forward the struggle for the establishment of a socialist society. While such a struggle would be long and arduous, on behalf of the CPI (M), we assure you our fraternal solidarity and support.
Long Live MarxismLeninism.
Long Live antiimperialism.
Central Committee Communist Party of India (Marxist)
COMMUNIST PARTY OF INDIA
On behalf of the National Council of the Communist Party of India, please accept warm fraternal greetings to the leadership and delegates participating in the 51st Congress of the Communist Party of Britain.
Your Congress is taking place in the background of the deep economic crisis and global recession which is worse than the Great depression of the 1930s, the all out aggressions against the people of Palestine by Israel, building up military campaign against Iran, growing proximity among US, NATO and EU on all global issues, intensifying measures designed to impose the European Treaty against the will of the people of Europe as well as coordinated anti-communist offensive and growing global resistance of the working people against the policies of imperialist globalization particularly rising struggle in France and Britain against the economic and social policies of the present rulling governments.
The Communist Party of India is aware of present political developments in Britain. The policies of “New Labour” under the leadership of Tony Blair and Gordon Brown have proved their bankruptcy. They have paved the way for the return of the Conservatives (in coalition with the liberals) to power. We support the initiative of the Communist Party of Britain in building a broad alliance of anti-imperialist, anti-monopoly forces in defence of the rights of all sections of society particularly the working class and other marginalized sections. Its consistent struggles against all kinds of capitalist exploitations for better standard of life and privileges for the people are a source of inspiration for the struggling people world over.
Dear comrades, we believe that the deliberations and the experience of your Congress will help us further in understanding each other, and initiating a common struggle for Peace, Progress and Socialism.
We wish all success to the 51st Congress of Communist Party of Britain.
With revolutionary greetings,
Communist Party of India
TUDEH PARTY OF IRAN
On behalf of the Central Committee of the Tudeh Party of Iran I wish to take this opportunity to extend our revolutionary greetings to Communist Party of Britain on the occasion of its 51st Congress.
We wish your Congress every success in articulating the programme of action for developing the struggle of working people of the Britain for peace, prosperity and socialism.
We would also like to re-affirm the close relations between our two parties. The Tudeh Party of Iran highly appreciates the internationalist positions adopted by Communist Party of Britain in defence of nations campaigning for world peace, national sovereignty, human and democratic rights, and social justice. We are aware of the complex conditions in which your struggles are taking place.
We would like to take this opportunity to express our appreciation of the consistence stance adopted by the Communist Party of Britain in solidarity with the people of Iran in their current heroic but complex struggle for peace, democracy and social justice in Iran.
Dear Comrades, Your congress is taking place at a time when the world is gripped in a complex systemic crisis of world capitalism. We are united with you that the working class are forced to carry the burden of a crisis that the architects of the casino capitalism and speculation in the financial markets have created. We are fully appreciative of the struggle that your party is carrying out to mobilise the organised working class to expose, isolate and defeat the forces of neo-liberalism today ruling Britain. We salute CPB’s campaign to argue against the misery that capitalism has created and maintain that “another world, a socialist one” is possible. We are confident that the struggle of the British working people for a progressive, peaceful and just future will meet with success.
Dear Comrades, your Congress is being held at a very sensitive and difficult period internationally. Nowhere these dangers are more obvious than in the Middle East where the US led world imperialism is trying to ensure that its total economic, military and political hegemony is maintained. We are naturally concerned about these development and are committed to the people struggle to resist the plans of the US and its allies. We have argued that the real objective of the continuing offensive by the US over the past decade has been to roll its “New Middle East” plan across the whole area from North Africa to Afghanistan and secure the control of the key strategic Persian Gulf region and its vast energy resources.
Dear comrades, during the past 18 months Iran has been engulfed in a massive popular struggle for peace, democracy and social justice that is truly unprecedented during the past three decades. The Iranian regime, which represents the interest of big capitalists and the military, which now controls vast economic resources in Iran, has unleashed a systematic campaign of suppression and terror to destroy this popular movement. As well as this campaign of suppression the regime has unleashed a set of neo-liberal socio-economic policies that is aimed at wide privatisation and further attacks on the working class rights.
The Tudeh Party of Iran believes that social forces such as youth, students and women - and particularly the working class – who are involved in this struggle for change- will triumph over the forces of exploitation, despotism and backwardness. The Tudeh Party of Iran strongly condemns any external intervention in our country’s affair by Imperialist forces and believes that the destiny of the Iranian people should only be determined by the struggle of our people for democracy, independent and social justice.
Dear comrades, we are convinced that despite present difficult conditions, the progressive forces internationally will succeed to defeat the forces of war and exploitation and carry forward the flag of the struggle for world peace and social progress. IRAQI COMMUNIST PARTY
We convey to you the warmest greetings of the Iraqi Communist Party, wishing the 51st Congress of your fraternal party every success in its deliberations. We are confident that this Congress will enable the Communist Party of Britain to enhance its role in the struggle to defend the interests and democratic rights of the British working class and people who are suffering the consequences of the ongoing financial crisis of capitalism and the pro-monopoly policies of the government, especially unemployment and the onslaught on the living standards and democratic and trade union rights. The Congress will also contribute to developing united action of progressive forces against war, neo-liberalism and imperialism, as well as combating far right tendencies and racism, and promoting socialist ideas and goals. This is closely interconnected with strengthening international solidarity against the warmongering policies of imperialism and the onslaught of capitalist globalization, and the need to provide genuine support for ongoing struggles all over the world for peace, freedom, democracy and social progress.
Iraqi Communists, together with the Iraqi people and democratic forces, are continuing their struggle, under difficult and complex conditions, to eliminate the legacy of dictatorship and occupation, defeat terrorism and sectarianism, bring about a speedy end to foreign military presence, restore full national sovereignty, and build a unified democratic and federal Iraq. The elections that took place in March 2010, conducted on the basis of an unjust election law that was passed in parliament by dominant political forces, have plunged the country into a serious political crisis, revived sectarian and ethnic polarization, and helped anti-people forces to escalate criminal terrorist acts. Such heinous acts took place on 10th May 2010 in Baghdad, Hilla and Basra with at least 110 people killed in a series of bombings and armed attacks. In the city of Hilla, south of the capital, 40 workers were killed and 250 others were wounded when three car bombs exploded outside a textile factory, targeting workers as they were leaving the factory. Many fraternal parties and trade union organizations all over the world, including the British TUC, strongly condemned this massacre and conveyed their support to the families of martyred workers. These atrocities and their perpetrators must be strongly and unequivocally condemned by fraternal communist and workers parties, as well as all progressive and peace-loving forces.
Those barbaric attacks that targeted Iraqi workers exposed once again the true anti-people nature of the so-called "resistance" that claims to be fighting the occupation. It is made up of the most reactionary Islamists, remnants of Saddam's Baathist fascist-type regime and gangs of organized crime. Among their principal objectives is stirring up sectarian sedition, destroying national unity, and sabotaging the country's infrastructure. They have rendered, and continue to render, a free service to the American occupation by providing pretexts for its continuation and impeding the speedy eviction of foreign forces, achieving their complete withdrawal and eliminating the consequences of occupation.
The continuing political vacuum in Iraq, more than 7 months after the elections, has also opened the door for increased interference by external forces, especially the US and regional powers. It has exposed, once again, the real agenda of ruling and influential political groups; to maintain their positions and privileges, while the suffering and anger of the people is mounting, with rampant unemployment, corruption and poor public services, health, education and housing.
Our Party is determined to continue its initiatives to achieve unity in action of the democratic forces, and to transform the democratic current into an effective principal force in the ongoing intensified struggle over the future of Iraq. This vision requires greater efforts to involve the trade union movement and democratic organizations, especially those of women, youth, students and other civil society organizations, in mass struggles to defend human and democratic rights of workers and people. It is with this aim that the party took part in the recent elections last March, leading the democratic electoral bloc “Ittihad al-Shaab” (People’s Unity), despite a totally unjust democratic law, limited resources and blatant violations and manipulation of the voting process.
To resolve the deep political crisis, the Iraqi Communist Party called for setting up a national coalition government based on a broad political consensus and a patriotic program, that puts the higher national interests of the country and people first and foremost, and abolishes the infamous sectarian-ethnic quota system. Only such a government would be able to face up to the political and security challenges ahead. The tasks of this government would include ensuring full withdrawal of American forces from Iraq by the end of 2011 in accordance with the Iraq-US security agreement. But with the continuing political impasse, and the failure of the big electoral blocs to deliver on their hollow promises, our party has called for new elections based on the constitution and after amending the unjust election law in accordance with a decision by the Higher Federal Court.
Despite the enormous challenges that lie ahead, the Iraqi Communist Party will continue to strengthen internationalist ties and relations with fraternal parties and all peace-loving, progressive and democratic forces and movements in the world, in the joint struggle for freedom, democracy and social progress, and in upholding the values of socialism and communism.
With our best comradely wishes for a successful 51st Congress.

COMMUNIST PARTY OF KURDISTAN – IRAQ
The political bureau of the Kurdistan Communist Party-Iraq is pleased to send its warm greetings to the 51st Congress of the Communist Party of Britain which will be held in October 30-31, 2010.
Your Congress is being held at time that the right-wing and extreme right-wing parties and movements have dominance on state policies and governments in most European countries. These policies affect the lives and democratic rights of poor, working class and marginalized people, that degradation social gains which product of decades of struggles of communists and left-wing parties and movements in these countries
These policies have a negative attitude towards migrants and refuges, Kurdish refugees are also victims of these policies, in previous months British authority returned strongly a lot of Kurdish refugees to Kurdistan and Iraq.
Solidarity of left-wing forces at this time is very necessary to defend the demands and social gains of workers, poor and marginalized groups in UK, other European countries and all over the the world
The Kurdistan Communist party-Iraq wishes very success to the 51st Congress of the CPB, and we look forward to have good relations between our parties.
With Our Best Regards

LEBANESE COMMUNIST PARTY
The Lebanese Communist Party would like to present to you its comradely greetings and solidarity in this event, your 51st congress.
Your Party’s Congress is being held at the time of rising struggle in Britain against the pro-monopoly polices of the Coalition government, policies that involve a direct assault on the living standards and democratic rights of all working people.
At the same the imperialist powers still working on making people, mainly the working class poorer, and using its military machine to exploit the wealth of countries.
USA and the imperialist powers support Israel in its aggressions and occupying Palestine, part of Syria and Lebanon. In addition to that imperialist powers with the support of USA are still occupying Iraq, and working on its instability, and occupying Afghanistan.
All of these events of wild aggressions on the rights of the people are taking place and it is time to face these imperialist powers with our solidarity to achieve our common goals, social justice and fair peace to all the people of the world.
Again the Lebanese Communist Party presents to you its greetings and solidarity, hoping all success to your 51st Congress.
On behalf PB of Lebanese Communist Party

COMMUNIST PARTY OF LUXEMBURG
The communists of Luxembourg extend to you fraternal greetings on the occasion of the 51st Congress of the Communist Party of Britain.
The communists in all capitalist countries are confronted with the same problems. We have to unite all forces to resist the further destruction of the social achievements of the workers’ movement, and we have to double our forces in the struggle against all the consequences of the capitalist crisis, for the construction of a just social system without exploitation of men by men. In this struggle, we are united by our common ideology based on the thoughts of Marx, Engels and Lenin, and in the spirit of proletarian internationalism.
We wish your congress very successful deliberations.
Long live Marxism-Leninism!
Long live socialism!
Long live the Communist Party of Britain!

NEW COMMUNIST PARTY OF THE NETHERLANDS
The Central Committee of the New Communist Party of the Netherlands wishes the 51st Congress of the Communist Party of Britain will be succesful and fruitful.
Especially now the 51th Congress takes place in a period of serious attacks against the working class it is of very much importance that there will be a rising struggle against the monopolies and the puppets of these forces in parliament. Without strong communist parties the working class has more difficulties to overcome and the struggle will take more time to be succesful. So our task is to look for unity, unification and common activities and to strengthen our ideological knowledge. The new circumstances in the world ask for practical links between our theory and the changing practice.
As in Britain in the Netherlands we see the same problems and the same ideas of the big Capital, as published in the Lisbon-agenda of 2000. The need to enhance the level of struggle against the imperialist policies of nearly all European governments is obvious.
The NCPN really hopes the 51th Congress will be a strong step to strengthen the Communist Party of Britain and will also shape conditions for strengthening the internationalist communist and workers movement to fight for social rights, humanity and archieve a socialist future as soon as possible.
With communist greetings,
Wil van der Klift

COMMUNIST PARTY OF NORWAY
Communist Party of Norway is greeting you on your 51st Congress 30th - 31st of October 2010.
Your Congress is finding place in a time where the Parties of Britain’s Finance Oligarchy is ruling your country directly in the Government. In the budget presented from the Government last week 500000 jobs in the State and Community Services was to be cut off, and a lot of other welfare services was to be cut out or reduced. These are heavy assaults on the living standards and democratic rights of the working class and the people. The same policies are pursued all over EU, with strong support from the EU itself.
We hope that your Congress will discuss, and find the right path to develop and lead the rising struggle of the working class and the people in your country against the pro-monopoly Coalition Government.
Communist Party of Norway share the opinion of CPB in the fight against the EU membership and policies. We are also very happy for the god development of the International cooperation between all the Communist Parties of the world, and that most of them now have developed the understanding of the Imperialist character of the EU.
We wish you a successful Congress to strengthen your party to be an even better tool for the fight for the living standards of the working class and the people, in the fight for the only solution to the Capitalist crises; Socialism.

PARTIDO KOMUNISTA NG PILIPINAS ( PKP-1930 ) (Philippine Communist Party)
The Partido Komunista ng Pilipinas (PKP-1930, the Philippine Communist Party) is pleased to send its warmest fraternal greetings to the 51st Congress of the Communist Party of Britain (CPB) which will be held this coming October 30-31, 2010.
Your Congress is being held at time of grave assaults by the pro-monopoly British ConDem coalition government on the living standards and democratic rights of all working people in Britain. This assault is exemplified by the new austerity program unveiled a few days ago by Finance Minister George Osborne --- which will cut 490,000 public sector jobs over the next 4 years, cut child and other welfare benefits, and even raise pension age by 2020 --- with the strong backing of the International Monetary Fund. The PKP-1930 salutes the CPB’s continuing efforts at rallying the British people in the struggle against state-monopoly capital’s thrust at shifting the burden of the capitalist crisis onto the working peoples --- through the exacerbation of mass unemployment, casualisation of jobs, pay cuts, attacks on pensions, housing repossessions, neglect of communities, and the attendant recourse to authoritarian methods of rule.
While the British working people are being bled, the British military-industrial complex squanders billions of pounds on nuclear submarines and missiles, and “smart” warning and guidance systems (which did not prevent the state-of-the-art HMS “Astute” from recently hitting the rocks off the Isle of Skye in Scotland). It is in this light that the CPB’s continuing struggle for the dismantling of all British nuclear weapons, for the removal of all US bases and forces from Britain, and for an end to British involvement in US missile defense systems, is of great importance to the worldwide movement for peace, disarmament and ecological protection.
The PKP-1930 also salutes the CPB for carrying on the chief duty of communists in the heartlands of imperialism --- which is to place every possible obstacle in the path of the imperialist drive to war, which now threatens not only Iran and the Democratic People’s Republic of Korea, but also the very future of humanity. This is an especially important strategic task in Britain, which remains a major imperialist power, a nuclear military might, and the chief ally of the USA in the imperialist wars against Yugoslavia, Afghanistan and Iraq.
The PKP-1930 wishes every success to the CPB’s task of assisting the process of turning the financial and economic crises of capitalism into a political crisis for the ruling class. The PKP-1930 is confident that the CPB’s historic role in the British trade union movement, and its steadfast campaign against economism in the trade union movement and in the Labor Party, would help to build a unified trade union campaign of opposition to the capitalist attacks on the working peoples in Britain and throughout the European Union.
Further, the PKP-1930 wishes every success to the CPB’s task of helping to develop a viable and durable pole of electoral opposition in Britain, a broad-based anti-monopoly alliance and mass struggle --- against the cuts, against the capitalist “right” to export whole industries to obtain more profits, against the US-UK wars of occupation, and against the rise of racist and fascist groups which feed on ignorance and even on anti-immigrant hatred.
As the CPB celebrates this year the 90th Anniversary of the 1920 Communist Unity Convention, the PKP-1930 takes this opportunity to pay tribute to the CPB’s steadfast adherence to Marxism-Leninism and proletarian internationalism, to the CPB’s active campaign of solidarity with socialist countries, and to the CPB’s consistent support for the right of peoples to build socialism in their own circumstances. In the context of an economic crisis which, around the world, is eroding the basis of reformism and raising the urgency of an alternative to the continuation of the world capitalist system, the CPB’s focus on ending capitalism and moving towards a socialist society strengthens Communists around the world.
The examples of your Communist Universities, and the continued success of the Morning Star, in bringing the truth to the people despite the mystification and misinformation presented by reactionary politicians and the capitalist media, are also fine inspirations for Communists around the world. The PKP-1930 also takes this opportunity to salute the Morning Star on its 80th Anniversary this year.
The PKP-1930 wishes every success to the 51st Congress of the CPB, and further wishes closer relations between our 2 Parties.
With our comradely best wishes,
ANTONIO E. PARIS
COMMUNIST PARTY OF PAKISTAN
We heartily congratulate you on holding this 51st congress of your Party .
The nurtured miseries of hunger and starvations prevailing every where by the capitalist system has made living for the downtrodden masses ever difficult and catastrophic .
Over 40% of the world’s population is unable to fetch for one time food a day ,where less than 2% people of the world own wealth of trillion of dollars . Besides this huge difference, these capitalists have brought at verge of calamity the ecosystem and environment of the world . It means despite ,a greatest crises of the human comity, is faced with ,all along the whole natural environ is brought under devastations for covetous greed .
Dear Comrades !
In order to change this situation for bringing in force a more humanistic and nature caring system, is the need of the hour, which at this point right now none other than communism can offer the best alternation. For Communism at its primary phase of Socialism ,the unified struggle (physical and mental ) of the working classes can make it possible to get it established .
Where, for forging such a unified organized struggle ,it can not be contained with out having an organized revolutionary party at the lead .The present global economic crises of the capitalism has caused havocs of unemployment and inflation in the developed capitalist centers . Cuts in the social securities are continued ,against which ,the working class of the Europe is on the road of struggle to resist . But ,despite all this hard and tough activism of the working class ,why , no signs of revolutionary cataclysms are none where seen in the prevailing protracted crises of the capitalism. This is a very big question for the Communist parties and revolutionary organizations of the world in general and the European parties in particular to ponder to solve . We do hope ,that this congress of your party will certainly strive to deliberate and find answer to this question of prime importance. More over ,there are several other ideological issues ,which the European Communist and workers parties must fix to resolve ,also .
Dear Comrades !
Away from the developed capitalists centers, especially in Asia and Africa ,the global monopolist companies have turned lives worst than hell for the humans . Cheep labour force , loot and plunder of the natural resources has stalemated the progress and prosperity of these nations . The dynamic surge for emerging resistance to this state of pillage and regression by the progressive and anti-imperialist forces in Asia and Africa are systematically crushed very brutally at one hand through their stooges military dictators and on the other hand through injecting religious intolerance ,ethnicity ,nationalism and building gender differences ,have succeeded in over whelming blunting of these resistance movements . Ironically the pseudo self-proclaimed and religious fanatic terrorist forces are forged as resistance movements .In this regard our country , Pakistan ,is facing drastic multifaceted social differences and contradictions .
The biggest industrial centre of the country , Karachi is ethnically fragmented into multiple pockets . The forces of mafia are given free hand by the security agencies of the state for unprecedented and sole reckoning targeted killings of the common people. Similarly ,the comparatively industrially developed and prosperous province of the country Punjab and the province of Khyber Pukhtoonkhwa ( ex-NWFP ) have virtually been turned into dens ,harbors and churning mills for Islamic fanatics activities of jihad and terrorism with global contemplative agendas .
In the province of Khyber Pukhtoonkhwa ,Communist and left wing workers and cadres are continuously targeted for unhindered brutal cold blooded murders on daily basis . In this situation even the real anti-imperialist view religious individuals bodies are too victims of the targeted killings . The prevailing circumstances in Pakistan for the Communist politics is a task of titanic difficult magnitudes ,which most probably for our comrades in Europe is a thing beyond horrendous imaginations to apprehend the real matter of our difficulties and agonies . But ,despite these chilling odd circumstances , our courage and spirit to fight back and sustain this catastrophic brunt is not faded and a time will prevail when ,we will be succeeded in winning the hearts and minds of the working and downtrodden masses in our drive ,that their emancipation and prosperity does not lie in any fanatic religious ,ethnic or nationalist denomination, but class struggle and socialist revolutions is the master key to their emancipation from the clutches of their by birth miseries of poverty and starvations ,injustices ,slavery ,exploitations and a token of guarantee for their perpetual prosperities and social justice rights .
Dear Comrades !
The relationship and comradely friendship between our two parties prevail over a long historical period ,and we strive to hope that our this friendship will not only perpetuate ,but will be more consolidated down the course of time . Our Central Committee expresses profound heartiest felicitations to you on holding this auspicious 51st congress of your party and hope that, it will be a great success .
Long live Socialism
Long live CPP – CPB friendship
