Capitalism cannot solve them but tries to manage them by increasing the exploitation of workers and robbing them of their hard won gains. This process is going on in Australia just as it is in Britain.
Now is the time when a broad democratic movement that unites all left and progressive parties, trade unions, community organisations and progressive individuals is needed to start challenging the economic and political power of capitalism and imperialism. We note your resistance to the war in Afghanistan. With Australian troops in Afghanistan and a close alliance with the USA, we share your concerns. Anti-war campaigning has reached a point where over 60% of the Australian people now oppose the war in Afghanistan. Again we are confident that your and our campaigns, along with all the other anti-war forces around the world, will eventually force imperialism to abandon this war and military occupation too.
The Communist Party of Australia believes that communist parties must work to draw together all left and progressive parties into a popular anti-imperialist, anti-monopoly democratic front, building the widest possible unity in action of the people’s organisations. At the same time, the working class and revolutionary parties must retain their independence and ideological integrity.

Your Congress meets at a time when humanity is confronted with unparalleled dangers. US imperialism has embarked of a voracious and atrocious assault of the major achievements of the past century proclaiming dangerous doctrines like those of limited sovereignty, unilateral action, preemptive attack, regime change etc. Freedom is being trampled under foot and nations are being harnessed to the global geopolitical strategy of imperialism to accentuate economic exploitation and social-political domination. US imperialism has practically embarked on the mission of‘re-colonization’.
Humanity, however, is starting to fight back. The struggles against US led imperialist aggression and occupation, against the unfettered exploitation of multinational corporations and the machinations of World Bank, IMF, WTO etc., against the continuing destruction of bio diversity and stubborn refusal to take urgent steps for preventing environmental calamity- all these struggles are gearing up throughout the world. Indeed the global assault of capitalism-imperialism calls for a new global coalition of all anti imperialist forces of the world, for raising to a qualitatively new level of unity, cohesion, cooperation and coordination of the struggles of these forces all over the world. The Communist and Workers parties of the world have a crucial role to play in building up this coalition and spearheading the struggle for peace, democracy and justice.
Communist Party of Bangladesh firmly believes that the Communist, left-progressive and all truly patriotic forces ready to fight imperialist aggression will build up united struggle at the national, regional and global level at this critical time.

As communist parties, we both face the challenges of the deepening crisis of the capitalist system itself. The workers are burdened with new measures of ever severer exploitation. The democratic and trade-union rights are threatened, and the world peace is more and more endangered by the imperialist policy of the USA and its NATO-allies.
The narrow and reactionary nationalist movement, which tries to ultimately split Belgium, our country, although not a new phenomenon, is nevertheless today part of the overall policy of the most powerful part of the bourgeoisie in the north of our country, Flanders, the current richest region of Belgium.
They want a Europe of the richest regions and therefore, they need to break the solidarity of the working class. They pretend that this policy is in favor of the people – but by analysing their programme, it's cristal clear that they only want to break down the conquests of the working class, the gains of hundred years of common class struggle of the workers of the whole country.

The coming years are not only a challenge, they are also an opportunity. Working people can understand better than ever since the Second World War that capitalism offers no future for them. The analyses of the actual situation in Britain, its roots and background, as presented by your party's leadership to the Congress, in our opinion in many aspects cover more than Britain. Therefore we recognize their validity as general, and in many details also describing the situation in our country.
We are in full accordance with your aim - the creation of the "broadest based anti-monopoly alliance and mass struggle against the effects of the crisis".

Greeting Message of the CC of KKE for the 51st Congress of the Communist Party of Britain
Dear comrades,
A serious crisis of capital over-accumulation, a capitalist economic crisis, is in progress. This crisis manifested itself in the powerful imperialist centres, the US and the EU, in a synchronised way while it intensifies the contradictions between the imperialist powers. It might cause serious changes and positive developments for the rise of the workers’ and people’s movement but it might also lead to compromise, to its disarmament and its assimilation. Considerable struggles and developments have taken place in a series of countries e.g. in France. However, if these struggles do not acquire a deep anti-monopoly content, if they do not call into question the power of the monopolies they will be merely outbursts that do not contribute to the development of the political consciousness of the working class.
The increase of people’s discontent, of the tendency to call the EU into question, the exposure of the role that social democracy and opportunism play in the bourgeois political system can give a new momentum to the anti-imperialist struggle of the people. The people have now gained considerable experiences as regards the role of the social democrat parties. Their reactionary character is irreversible. They are the parties of the bourgeoisie.
The irreplaceable role of the communist party as the conscious vanguard force of the working class is more obvious than ever . Communists can shape a modern strategy defending the principles of Marxism-Leninism. In addition, there is a need to strengthen the ideological front and the struggle against the imperialist organisations; to reveal their role and intensify the struggle against them; to expose the imperialist character of the EU as an interstate imperialist union of capital and confront the mistaken position that the EU can serve as a counterweight to the US as well as the view that the so-called multi-polar world can bring peace and security for the people. Communists should also reveal the role that play countries in which capitalist relations are predominant with capitalist relations of production such as China, Brazil or India. It is obvious that the multi-polar world is the world of intensified inter-imperialist contradictions.
These rivalries and contradictions, the very anarchy of capitalist production show the historical limits of capitalism and highlight the need for the socialization of the means of production, the establishment of cooperatives, nationwide planning, workers’ and social control; they show the necessity and relevance of socialism-communism.
Besides, it’s not accidental that in this period capital has unleashed an anticommunist campaign of strategic importance. This campaign slanders socialism in order to erase from the consciousness of the people that socialism is the only real way out of capitalism. It seeks to conceal the fact that our era is an era of transition from capitalism to socialism.
The communist parties must defend their communist character, their Marxist-Leninist characteristics and the first attempt of the working class to impose the dictatorship of the proletariat. Despite the various shortcomings, the socialist system of the 20th century proved the superiority of socialism over capitalism and the huge advantages that it provides for peoples’ lives and working conditions. It constitutes an important legacy for the socialism of the 21st century and is inextricably linked to it.
The views that call into question the vanguard leading role of the working class must be dealt with ideologically and politically. Likewise, the ideological construct of “socialism of the 21st century” that claims that socialism can exist without the state power being in the hands of the working class, without the socialisation of the basic means of production must be confronted. In reality, such positions lead to a “humanized” capitalism.
Global imperialism and its organs wage an orchestrated campaign against the communist parties. By means of exerting pressure, they seek to make them abandon their principles and their Marxist-Leninist theory, dissolve into opportunist formations of the so-called “new-left forces“, in order to be assimilated by the strategy of social-democracy and participate in the management of capitalism. The European Left Party constitutes a mechanism of the EU that promotes the mutation of the communist parties while it does not struggle against monopolies and imperialism but serves as a tool for the assimilation of the labour movement to their strategy.
KKE believes that the international communist movement needs to make an effort to discuss and tackle the bourgeois and petty-bourgeois notions concerning the character of the capitalist restructurings and the positions vis-a-vis “state intervention”, “renationalisation”, “global governance” and “a market regulation for a way-out from the crisis serving the needs of the people within the framework of imperialism”. These are merely some of the views that conceal the ripe necessity to struggle for radical changes against monopolies, imperialism and capitalist ownership.
The workers’ and peoples’ movement in Europe must regroup. The two political lines that exist in the workers’ movement must become distinct. The one is the line of assimilation into the system, of class collaboration and compromise and the other is the line of anti-imperialist struggle, of rupture with the capitalist system of exploitation. The people will achieve temporary gains as long as the line of the class struggle strengthens. This line along with the organisation of the masses can force capital into concessions. In addition, it can highlight the main political problem, namely that state-power must pass from the hands of the bourgeoisie to the hands of the working class. Communists will play the leading role in this process.
Communists must strengthen their international cooperation in this direction and shape a unified revolutionary strategy against imperialism, for their struggle for socialism.

We sincerely hope that the deliberations of your Congress would help in the further expansion of the communist movement and strengthening of the struggle for a socialist society.
The CPI (M) shares a special bond of friendship with the Communist Party of Britain. While the ruling classes of Britain were the colonial rulers of India for many decades, the comrades from the then CPGB made a significant contribution in the spread of communist ideas and in our freedom struggle. Many Indians who had studied in Britain during those days of colonialism were also influenced by the Communist ideas and subsequent to their return, played a prominent role in the building of communist party in our country. We fondly cherish this historic legacy of friendship between our two parties.
Comrades, in spite of the claim that the dark days of recession are over, the world today is still in the midst of a severe recession. The current crisis of international financial capital is far graver than any other crisis in the history of capitalism. It is a systemic crisis with its impact felt across the world.
Unemployment is still rising at enormous proportions. Factories are 'offloading' their workforce, reducing working hours and many units are being closed. Millions of people have lost their jobs.
Retirement ages are on the rise, pensions are cut, along with many other social benefits that the working class had won through bitter and hard fought struggles.
According to estimates, more than $ 14 trillion was committed to bailout the banks and other financial institutions that are in the first place responsible for this crisis. While the governments had money for bailouts, which are in reality hand outs, they are advocating 'austerity' to carry on with even the existing social welfare programmes. If these huge amounts of money were instead put into productive use, to increase the purchasing capacity of the common people, it would have proved extremely beneficial to the people. What had started as corporate insolvency got slowly transformed into sovereign insolvency with many countries reeling under debt crisis.
The impact of the crisis is being felt everywhere with rising discontent and increasing protests. France, Greece, Spain, Portugal, Ireland, Italy and many countries are witnessing massive protest demonstrations against the attempts of the ruling classes of these countries to shift the burden of the crisis onto the shoulders of the working people.
Capitalism, as Marx has shown, is a system that is based on the exploitation of man by man and nation by nation. It can never be a crisis free system and this fact has been once again vindicated by the present day crisis. It has exposed the unsustainability of the path of globalisation pursued for the past few decades and also the bankruptcy of neoliberalism – its ideological mask. No amount of reform can make capitalism an exploitation free system.
Comrades, our country too is affected by the crisis, though the impact is only to a limited extent because of the role played by the CPI (M) and other Left parties in effectively blocking neoliberal reforms in the financial sector. Despite this, nearly 5 million people lost their jobs while 8 million potential jobs were not created due to the crisis. Unfortunately, the present Congress led UPA government did not learn correct lessons from the crisis and is keen to go ahead along this neoliberal trajectory.
Moreover, as it no longer depends on the Left for its survival, it is implementing the very same neoliberal policies that in the first place had led to this crisis at a faster pace. In our country, we are in the midst of various struggles taking up the issues of the various sections of the society who are reeling under the attacks of the neoliberal policies pursued by the government at the behest of the imperialist forces.
The present coalition government led by the Congress, is desperate to forge a strategic relationship with the United States. The IndoUS nuclear deal and the civil nuclear disaster liability bill that legally absolves any responsibility of the US nuclear firms that supply reactors in case of a disaster, are all detrimental to the interests of our people and adversely affect the sovereignty of our country.
Our party that consistently champions the interests of the working and toiling sections in the society is under sustained attack from the ruling classes. The ruling classes in our country are trying their best to isolate our party. In West Bengal, one of the strongest bastions for our party in the country, there is a broad ranging coalition forged by all political forces from the extreme right to the extreme left including Maoists and some NGOs. More than 300 of our comrades have lost their lives in this province alone, killed by the Maoists who were emboldened by this broad alliance. The party is thick in the fight not only resisting all these efforts intended to isolate our party but also in defence of the rights of the toiling people.
Comrades, we hope that the discussions and decisions you would arrive at in this Congress would rally all the progressive and democratic forces in the society and carry forward the struggle for the establishment of a socialist society. We have argued that the real objective of the continuing offensive by the US over the past decade has been to roll its “New Middle East” plan across the whole area from North Africa to Afghanistan and secure the control of the key strategic Persian Gulf region and its vast energy resources.
Dear comrades, during the past 18 months Iran has been engulfed in a massive popular struggle for peace, democracy and social justice that is truly unprecedented during the past three decades. The Iranian regime, which represents the interest of big capitalists and the military, which now controls vast economic resources in Iran, has unleashed a systematic campaign of suppression and terror to destroy this popular movement. As well as this campaign of suppression the regime has unleashed a set of neo-liberal socio-economic policies that is aimed at wide privatisation and further attacks on the working class rights.
The Tudeh Party of Iran believes that social forces such as youth, students and women - and particularly the working class – who are involved in this struggle for change- will triumph over the forces of exploitation, despotism and backwardness. Iraqi Communists, together with the Iraqi people and democratic forces, are continuing their struggle, under difficult and complex conditions, to eliminate the legacy of dictatorship and occupation, defeat terrorism and sectarianism, bring about a speedy end to foreign military presence, restore full national sovereignty, and build a unified democratic and federal Iraq. The elections that took place in March 2010, conducted on the basis of an unjust election law that was passed in parliament by dominant political forces, have plunged the country into a serious political crisis, revived sectarian and ethnic polarization, and helped anti-people forces to escalate criminal terrorist acts. Such heinous acts took place on 10th May 2010 in Baghdad, Hilla and Basra with at least 110 people killed in a series of bombings and armed attacks. In the city of Hilla, south of the capital, 40 workers were killed and 250 others were wounded when three car bombs exploded outside a textile factory, targeting workers as they were leaving the factory. Many fraternal parties and trade union organizations all over the world, including the British TUC, strongly condemned this massacre and conveyed their support to the families of martyred workers. These atrocities and their perpetrators must be strongly and unequivocally condemned by fraternal communist and workers parties, as well as all progressive and peace-loving forces.
Those barbaric attacks that targeted Iraqi workers exposed once again the true anti-people nature of the so-called "resistance" that claims to be fighting the occupation. It is made up of the most reactionary Islamists, remnants of Saddam's Baathist fascist-type regime and gangs of organized crime. Among their principal objectives is stirring up sectarian sedition, destroying national unity, and sabotaging the country's infrastructure. They have rendered, and continue to render, a free service to the American occupation by providing pretexts for its continuation and impeding the speedy eviction of foreign forces, achieving their complete withdrawal and eliminating the consequences of occupation.
Dear comrades,
The continuing political vacuum in Iraq, more than 7 months after the elections, has also opened the door for increased interference by external forces, especially the US and regional powers. It has exposed, once again, the real agenda of ruling and influential political groups; to maintain their positions and privileges, while the suffering and anger of the people is mounting, with rampant unemployment, corruption and poor public services, health, education and housing.
Our Party is determined to continue its initiatives to achieve unity in action of the democratic forces, and to transform the democratic current into an effective principal force in the ongoing intensified struggle over the future of Iraq. This vision requires greater efforts to involve the trade union movement and democratic organizations, especially those of women, youth, students and other civil society organizations, in mass struggles to defend human and democratic rights of workers and people. It is with this aim that the party took part in the recent elections last March, leading the democratic electoral bloc “Ittihad al-Shaab” (People’s Unity), despite a totally unjust democratic law, limited resources and blatant violations and manipulation of the voting process.
To resolve the deep political crisis, the Iraqi Communist Party called for setting up a national coalition government based on a broad political consensus and a patriotic program, that puts the higher national interests of the country and people first and foremost, and abolishes the infamous sectarian-ethnic quota system. Only such a government would be able to face up to the political and security challenges ahead. The tasks of this government would include ensuring full withdrawal of American forces from Iraq by the end of 2011 in accordance with the Iraq-US security agreement. But with the continuing political impasse, and the failure of the big electoral blocs to deliver on their hollow promises, our party has called for new elections based on the constitution and after amending the unjust election law in accordance with a decision by the Higher Federal Court.

Despite the enormous challenges that lie ahead, the Iraqi Communist Party will continue to strengthen internationalist ties and relations with fraternal parties and all peace-loving, progressive and democratic forces and movements in the world, in the joint struggle for freedom, democracy and social progress, and in upholding the values of socialism and communism.

Your Congress is being held at time of grave assaults by the pro-monopoly British ConDem coalition government on the living standards and democratic rights of all working people in Britain. This assault is exemplified by the new austerity program unveiled a few days ago by Finance Minister George Osborne --- which will cut 490,000 public sector jobs over the next 4 years, cut child and other welfare benefits, and even raise pension age by 2020 --- with the strong backing of the International Monetary Fund. The PKP-1930 salutes the CPB’s continuing efforts at rallying the British people in the struggle against state-monopoly capital’s thrust at shifting the burden of the capitalist crisis onto the working peoples --- through the exacerbation of mass unemployment, casualisation of jobs, pay cuts, attacks on pensions, housing repossessions, neglect of communities, and the attendant recourse to authoritarian methods of rule.
While the British working people are being bled, the British military-industrial complex squanders billions of pounds on nuclear submarines and missiles, and “smart” warning and guidance systems (which did not prevent the state-of-the-art HMS “Astute” from recently hitting the rocks off the Isle of Skye in Scotland). It is in this light that the CPB’s continuing struggle for the dismantling of all British nuclear weapons, for the removal of all US bases and forces from Britain, and for an end to British involvement in US missile defense systems, is of great importance to the worldwide movement for peace, disarmament and ecological protection.
The PKP-1930 also salutes the CPB for carrying on the chief duty of communists in the heartlands of imperialism --- which is to place every possible obstacle in the path of the imperialist drive to war, which now threatens not only Iran and the Democratic People’s Republic of Korea, but also the very future of humanity. This is an especially important strategic task in Britain, which remains a major imperialist power, a nuclear military might, and the chief ally of the USA in the imperialist wars against Yugoslavia, Afghanistan and Iraq.
The PKP-1930 wishes every success to the CPB’s task of assisting the process of turning the financial and economic crises of capitalism into a political crisis for the ruling class. The PKP-1930 is confident that the CPB’s historic role in the British trade union movement, and its steadfast campaign against economism in the trade union movement and in the Labor Party, would help to build a unified trade union campaign of opposition to the capitalist attacks on the working peoples in Britain and throughout the European Union.

In order to change this situation for bringing in force a more humanistic and nature caring system, is the need of the hour, which at this point right now none other than communism can offer the best alternation. For Communism at its primary phase of Socialism ,the unified struggle (physical and mental ) of the working classes can make it possible to get it established .
Where, for forging such a unified organized struggle ,it can not be contained with out having an organized revolutionary party at the lead .The present global economic crises of the capitalism has caused havocs of unemployment and inflation in the developed capitalist centers . Away from the developed capitalists centers, especially in Asia and Africa ,the global monopolist companies have turned lives worst than hell for the humans . Cheep labour force , loot and plunder of the natural resources has stalemated the progress and prosperity of these nations . The dynamic surge for emerging resistance to this state of pillage and regression by the progressive and anti-imperialist forces in Asia and Africa are systematically crushed very brutally at one hand through their stooges military dictators and on the other hand through injecting religious intolerance ,ethnicity ,nationalism and building gender differences ,have succeeded in over whelming blunting of these resistance movements . Ironically the pseudo self-proclaimed and religious fanatic terrorist forces are forged as resistance movements .In this regard our country , Pakistan ,is facing drastic multifaceted social differences and contradictions .
The biggest industrial centre of the country , Karachi is ethnically fragmented into multiple pockets . The forces of mafia are given free hand by the security agencies of the state for unprecedented and sole reckoning targeted killings of the common people. Similarly ,the comparatively industrially developed and prosperous province of the country Punjab and the province of Khyber Pukhtoonkhwa ( ex-NWFP ) have virtually been turned into dens ,harbors and churning mills for Islamic fanatics activities of jihad and terrorism with global contemplative agendas .
In the province of Khyber Pukhtoonkhwa ,Communist and left wing workers and cadres are continuously targeted for unhindered brutal cold blooded murders on daily basis . In this situation even the real anti-imperialist view religious individuals bodies are too victims of the targeted killings . The prevailing circumstances in Pakistan for the Communist politics is a task of titanic difficult magnitudes ,which most probably for our comrades in Europe is a thing beyond horrendous imaginations to apprehend the real matter of our difficulties and agonies . But ,despite these chilling odd circumstances , our courage and spirit to fight back and sustain this catastrophic brunt is not faded and a time will prevail when ,we will be succeeded in winning the hearts and minds of the working and downtrodden masses in our drive ,that their emancipation and prosperity does not lie in any fanatic religious ,ethnic or nationalist denomination, but class struggle and socialist revolutions is the master key to their emancipation from the clutches of their by birth miseries of poverty and starvations ,injustices ,slavery ,exploitations and a token of guarantee for their perpetual prosperities and social justice rights .

This Congress will take place in a very hard situation for the working class in your country and around the world, in the context of the global capitalist crisis, in face of which all the anti-imperialist, antimonopoly and democratic forces, and namely the Communist and Workers' Parties have to strengthen our struggle in order to achieving revolutionary changes towards social justice and Socialism, and the defeat of criminal Capital.
We are sure that your 51st Congress will be a fully successful meeting. We cannot be with you physically but we are with you with our whole solidarity and best wishes, and our warmest fraternal greetings.
